I've just downloaded and extracted (rather than installed) VeraCrypt 1.16 on to my Windows 7 machine in order to generate a 64-bit traveler disk (TrueCrypt produces a 32-bit traveler disk executable which doesn't work with a 64-bit PE boot disk environment).
However, on running VeraCrypt and using Tools->Traveler Disk Setup, selecting the boot USB root, unchecking both Includes and clicking Create, I get the following error message:

The system cannot find the file specified.

```
VeraCrypt creates the empty folder VeraCrypt in the boot USB root and nothing else.
However, on running VeraCrypt and using Tools->Traveler Disk Setup, selecting the boot USB root, unchecking both Includes and clicking Create, I get the following error message:
